A review of the Lagos State 2025 Second Quarters (Q2) budget performance by SaharaReporters has revealed that some commissions and other government parastatals in the state did not receive any funding from Governor Babajide Sanwo-Olu’s administration in 2025 first and second quarters (Q1 and Q2).
The Q2 performance report revealed that on capital expenditure by administrative classification, the Lagos State Pension Commission (LASPEC), which got a budget allocation of N130,419,375 in the 2025 original approved budget, received zero funding in the first and second quarters (Q1 and Q2) of the year.
Also, the Local Government Service Commission and the Lagos Consumer Protection Agency, which got N515,559,655 and N570,375,000, respectively, received zero funding from the state government in the 2024 Q1 and Q2 under capital expenditure by administrative classification.
Also, under capital expenditure by administrative classification, the Lagos State Blood Transfusion Service, the Lagos State Health Monitoring and Accreditation Agency, and the Lagos State Accident & Emergency Centre (Drugs and Medical Consumables), which got N50,119,503, N173,891,981.66, and N72,274,841, respectively, received zero funding during the period under review.
The budget performance report further showed that the Lagos State Emergency Management Agency (LASEMA) and the Lagos State Emergency Command and Control Centre, to which N243,750,000 and N92,625,000 were allocated, respectively, in the original budget, received no funding in Q1 and Q2 of the year.
Also, the Lagos State Wastewater Management Office, which got a budget allocation of N975,741,966.61, and the Lagos State Public Procurement Agency (LASPPA), which got N440,237,500, received zero funding during the period under review.
Similarly, over 20 general hospitals and healthcare centres across the state and six health districts in the state received no funding during the first and second quarters under review.
Amongst the general hospitals and healthcare centres which received zero funding in the first and second quarters of 2025 under Governor Sanwo-Olu’s administration were General Hospital, Lagos, which got N741,000,000 budget allocation; Gbagada General Hospital which got N810,000,000 allocation; Orile Agege General Hospital which got N648,000,000 allocation.
Others include Isolo General Hospital which got N741,000,000 budget allocation; Ikorodu General Hospital which got N1,026,000,000 allocation; Badagry General Hospital with N270,000,000 budget allocation; Lagos Island Maternity Hospital which got N540,000,000 budget allocation.

Also, there are Massey Street Children’s Hospital, Lagos with N171,000,000 allocation in the original 2025 budget; Mainland Hospital, Yaba which got N194,400,000 budget allocation; Onikan Health Centre with N270,000,000 budget allocation; and Ebute-Metta Health Centre which got N162,000,000 allocation.
There are also Harvey Road Health Centre which got N270,000,000 budget allocation; Ketu-Ejinrin Health Centre where N12,150,000 was allocated to; Ijede General Hospital with N270,000,000 budget allocation; Ibeju-Lekki General Hospital with N135,000,000 budget allocation; Shomolu General Hospital with N216,000,000 budget allocation; and Ifako/Ijaiye General Hospital with N540,000,000 budget allocation.
Others include Mushin General Hospital with a budget allocation of N324,000,000; Surulere General Hospital with a budget allocation of N855,000,000; Alimosho General Hospital with a budget allocation of N855,000,000; Amuwo Odofin General Hospital with N405,000,000 budget allocation; Eti-Osa Maternal & Child care with a budget allocation of N313,500,000; ABAT Comprehensive Health Centre with N135,000,000 budget allocation; Imota General Hospital with a budget allocation of N216,000,000, and Orchid Road General Hospital which got N270,000,000 allocation in the original 2025 approved budget of the state.
The revelation of the non-release of the budget allocations to these commissions, agencies and hospitals in the past two quarters of the year comes amid outrage by workers across Lagos State over massive, unexplained deductions from their salaries, with some staff losing between N200,000 and N600,000.
