You can still buy OtterBox cases at stores in Quebec
OtterBox and presumably some other companies are pausing shipments to Quebec as they work to make sure their products comply with Quebec language regulations. The company is working to comply, so it will resume sending products directly to the province.
Bill 96 in Quebec has a new layer coming into effect on June 1, 2025, which will mean that all sales and marketing in Quebec need to be supported by French sales and marketing. This bill first came into place in the summer of 2022 and included three staggard waves of changes to give retailers and companies operating time to adjust.
This third and final wave includes signs on storefronts and even more specifics related to product marketing, which is presumably what OtterBox is held up on. You can learn more about the rules on the Canadian Federation of Independent Business’s official website.
Until then, you can still buy OtterBox products at carrier stores like Bell and Viedotron, big box retailers like Walmart or Best Buy, or online through retailers like Amazon.

In the past few years, there have been complaints about the new law pushing French too much, with people worried recent immigrants might struggle with online government websites and that it might also make it harder for Quebec companies to hire outside talent, according to a CBC News report from 2022 after the bill was first launched.
